Incredibly sad! A vibrant illustration of the question of Capacity or Incapacity to make decisions. The investigation into the General Manager’s decision will have to try to discover if a terrible and foolish, but capable decision, was made to remove the door handles, with full understanding of potential risks, benefits and consequences of their actions. Did the GM intentionally endanger those residents?
OR –
Is the General Manager suffering from a cognitive or mental health impairment that rendered them unable to see the big picture, think abstractly or consider their options and alternatives, thereby rendering them incapable of making decisions that impact the health and safety of residents under their care?
